SENATE BILL NO. 241 BY SENATOR COWDERY, entitled:                                                   
                                                                                                    
          "An Act relating to modifying the qualifications                                          
          required for workers' compensation self-insurance                                         
          and permitting employers in the same trade or                                             
              industry to form an employer association for self-                                   
                 insured workers' compensation coverage; and
